手册办理流程

The enchiridion handling procedure of the processing trading.

1、进口合同、出口合同的签订前期准备阶段Earlier period of thepreparatory stage10-15个工作日The subscription of the import & export contract.2、商务局网站申请企业生产能力证明（网址：http://ecomp.mofcom.gov.cn/loginCorp.html）Apply the approved processing ability certificate from commercial bureau through the website form.3、海关和商务局下厂检验Customs and commercial bureau officer inspects warehouse and workshop4、至海关进行进口料件与出口料件的数据库备案Register to the custom's database for the import and export materials1、进出口合同The contract of import and export2、加工能力证明（首次提供正本，其余提供复印件盖公章）The processing ability certificate (needed the original for the first time and the copy with applicant's original stamp for the other time)3、土地使用权证明（首次提供正本，其余提供复印件盖公章；若土地不是本企业所有，为租赁的话须每本手册交保证金）A、资料提交：Documentsrequired，预计2个工作日The land use permit (needed the original for the first time and the copy with applicant's original stamp for the other time. If the land is arented land,the applicant should pay the deposit for each enchiridion)4、备案申请表（三张：料件清单、单耗清单、成品清单）手册需经报关行预录入后交至海关手册办理阶段The enchiridionapplying stageThe application form ( Three originals including :detail list of the materials, detail list of the unit consumption, detail list of the finishedproducts).The enchiridion should be presented to the customs while the data are inputed into the database by the broker agent.5、海关要求的其他资料（单耗申报表、工艺流程等，首次办理还需要更多的企业注册资料、验厂、收保证金等）Any other documents the customs required, such as : application form of the unit consumption, the technical process, etc. B、海关审批：1、海关办理人员审批To be examined and approved by the customs receptionistExamined and2、科长审批To be examined and approved by the customs section chief personnelapproved by thecustoms，预计103、关长审批To be examined and approved by the customs commissioner个工作日4、手册签发(电子),至报关行预录入,Give the authorization to the electronic data.手册使用阶段The enchiridionhandlingstage1、进口报关:Import declaration2、出口报关Exportdeclaration报关行报关 declared the cargo报关行报关 declared the cargo1、进口、出口单据的收集整理（按时间排序）Coordinate the corresponding import and export documents(sorted by time)2、节余料件、边角料、副产品等的处理Record of the treatment of the residual materials, scrap materials and byproducts.手册核销阶段The enchiridionreconciliation stage3、核销资料表格的缮制Making the reconciliation form4、手册送核（需要报关行录入）Send the enchiridion to the customs (the broker agent should input the data first)5、海关核销（结案后，打印结案通知书、监管本盖核销章）Checked by the customs,after this, go to the customs and print the finish notice and chop finish stamp on the supervision chop.
